  If the site is hosted here on our servers you’ll need a plan with SFTP access:
  https://wordpress.com/support/sftp/

  Right now that requires either our Business or eCommerce plan:
  https://wordpress.com/pricing

  For your own copy of WordPress with another host, please check in with your hosting provider for SFTP setup.
