I had a guy that took care of it for me some time ago but he is no longer employed with me, so im looking to update it myself.

it shows that I can pay $13.00 to add the domain jscarlot.com to my current account… is this what I should do in order to update and make changes to the existing website?

I’m sorry to hear that you are having trouble. However, http://jscarlot.com/ is a self-hosted WordPress.org blog, which we really can’t help with.
To clear up any confusion, WordPress.com and WordPress.org are two different entities: http://support.wordpress.com/com-vs-org/
WordPress.org has complete documentation and support sites for self-hosted/installed versions of WordPress.org at http://codex.wordpress.org/ and http://wordpress.org/support/
The nameservers for your domain are:
NS29.WORLDNIC.COM
NS30.WORLDNIC.COM
This indicates that your webhost is probably either Register.com or networksolutions.com. You might try contacting their support teams as well.

Because you have a self-hosted WordPress site, WordPress.com upgrades such as Domain Mapping do not apply to your site. So, I have canceled the upgrade and processed that refund for you. Please be aware that it can take up to 7-10 business days for refunds to show up on your statement.
