NEED HELP WITH USER ROLES

  BEfore, I knwo there was a way to add someone as a user who could make posts that included media and all but still needed approval before it was published. but now i dont see that option…. i see author who can upload media BUT they dont need approval to publish. and i see contributor who DOES need approval but who can’t upload any media (text only- which is stupid. who would even do that wordpress?)

  we are trying to set up a news site so i need to be able to add people who can write articles WITH media but whose articles cannot be published without an admin’s approval. you could do that in the past but the user roles now show differently. any help??
