Need plugins on WordPress.COM site

I have my wordpress.com site, apparently I can not add any plugins! I had no idea while making a deal, I am not an IT person. But finally I found it here – https://en.support.wordpress.com/plugins/
Ok, so please any idea, how I may fix it? I would like to add to my site a news subscription function, there are plenty plugins for that..
I have read somewhere that Re installation would help. Is that true? Can I safe my existing site?
