Need "sign up" button high by latest entry

Dear Forum—-kindly advise:
My blog, japanesewoodblockprint.wordpress.com is needing, on the right side, the “Email Subscription” notification and instructions followed by “Please Sign up” button.
I wish to make it easy for folks to sign up, high up by latest entry. Can I install a side bar for this purpose? I’d like to…
I like this format as it appear on my friends’ site http://bellouccello.wordpress.com
I have tried to put in a “follow button” widget but it appears only at the bottom. As I add more entries, readers who read only the latest entry at top won’t see this “Please Sign up” offer at the bottom. I’d like for the button to appear up with the new entry. Is that possible?
