Need site access, no login

  I have an existing WordPress blog, that was made for me by an independent web designer. They never provided the login details and they are unreachable by all forms of contact. I need access to the blog to make changes and update the content, but I am unable to do so without the login details.
  Is there a formal method of contact for WordPress or a support phone number?
