Need tax exempt on my plan upgrade invoice

  I need my plan upgrade to reflect tax exemption in the invoice. I have submitted my official Tax Exempt letter in Media (set to Private). I am experiencing the same thing as here: https://wordpress.com/forums/topic/tax-exempt-11/.
