Need to buy "Custom Design"

  Hi.

  For our blog “http://zeusaudio.wordpress.com/” I would like to buy “Custum Design”. Unfortunately I can’t find a possibility to do it. Unter dashboard->design it doesn’t appear. Is this function only available for premium users?
