Wordpress.com doesn’t sell plugins. You must contact the vendor of that plugin to solve this problem.

We don’t sell plugins on WordPress.com. Do you know the name of the plugin you purchased? You may want to refer to any email receipts you received after buying the plugin. You’ll want to reach out to the seller of the plugin on their website (or look for contact details on the email receipt) to ask about a refund.
You don’t see any cancel, unsubscribe, or refund button on your Purchases page because you didn’t purchase anything from us on this WordPress.com account.

I have clicked “My Subscriptions” and “Support” on
https://woocommerce.com/my-account/create-a-ticket/ yet they all redirect to my account in https://wordpress.com/home/. When clicking “Orders” and “Payment Card” show “No orders found!” and “No card saved.”I think https://woocommerce.com/products/australia-post-shipping-method/ could be the plugin I bought. You say WordPress don’t sell plugin but the Woocommerce’s link are redirect to WordPress and those plugins I purchased don’t have any information or link, just listed on the WordPress backend which really makes me confused.
Could you help to deal with this issue?

You use a WordPress.com account to log into WooCommerce.com, but WooCommerce is a different product from WordPress.com, and we’re not able to help with WooCommerce.com purchases from this end.
Are you able to open the page at https://woocommerce.com/my-account/create-a-ticket/, or does it just instantly redirect you back to WordPress.com? If you can open that page, try creating a ticket using the “Help with my account” option. Then someone from the WooCommerce team should be able to sort this out for you.

The thing is I can’t open https://woocommerce.com/my-account/create-a-ticket/ to unsubscribe the plugin that I purchased, it just want me to verify my email as below:In order to access this section of your account please verify your email address.
If you have already confirmed your email address, please log out of WooCommerce.com and then login again. If you still need to confirm your email, we sent you an email to verify your email address when you signed up. You can try searching for an email from WordPress.com to find it.once I click “resend email verification” then will redirect to WordPress.com, this is becoming a loop.

(I’m guessing probably yes, but it’s good to rule this out for good measure.)
