Need to change header size & padding – Twenty Sixteen

This is the URL: WhiteRosesArt.com (it doesn’t show up on WordPress.com even though it’s connected via Jetpack). I’m now running the Twenty Sixteen theme.
As you can see the header graphic is HUGE and there is way too much padding from the top of the screen to the start of the navigation menu (the one above the graphic). Uploading smaller header files only results in pixelated headers as it tries. I know a little CSS but the responsive themes are new to me and I can’t make heads or tails of the image markup.
I just want the padding between the top of the page & the first menu to be half of what it currently is. I want the total height of the header image to be about half of what it is now (280px). Can anyone tell me, specifically, what to change to accomplish that?

You are using a self hosted WordPress.org installation.

To get you started, try the following custom CSS to make the padding at the top of the page smaller.
.site-header { padding-top: 1em; } -

Thank you for both of your posts! I’m sorry I posted in the wrong section, I didn’t realize all the themes had separate support areas. I’ll bookmark both support sections for future reference :)
I was able to fix the header padding with that bit of advice. Thanks for clearing up a bit about why my site isn’t showing up in the form drop down.
