Need to change website name to xxxpt.org, but may have to change to .com…

My clients want to change the website name of the wordpress.com site I built for them last year. They are waiting on a lawyer’s input re- potential advantage of using .org, and they are hoping to use .org. If .org shouldn’t be used for their business, they will go with .com.
If I register the domain as a .org, will I be able to switch to .com without having to pay for an additional registration fee? I just don’t want to miss the opportunity to get the name they want because of having to wait for the lawyer’s word.
Another question related to domain name change is…what steps do I need to take with Google, or otherwise, so that the name change won’t cause problems with their indexing, and/or cause pages to render 404 error messages?

Probably not. There is a 48 hour refund window for domain name registration purchases. So unless the switch happened to fall inside that window, they would need to purchase the second domain.
