Need to create WXR file

Hello! I have a collection of files from an old wordpress site that I would like to upload to a new wordpress site. Since the old site is no longer hosted, I cannot create a WXR file from the dashboard as normal. Is there any way to manually create a WXR file from a XML file? Alternatively, Is there any way I could upload files directly? Or possibly point the new wordpress to the SQL Database?

I’m not clear if you are trying to import the content into a site hosted on the WordPress.com platform, or if you are working with a self-hosted WordPress site.
You can import a valid .xml file into WordPress.com (See details at https://en.support.wordpress.com/import/).
If you are working with a self-hosted site, you’ll want to check out the WordPress.org self-hosted support forums at https://wordpress.org/support/. There are some plugins that will allow you to import XML to a self-hosted WordPress site.
