need to delete an inactive blog without deleting my active one

  delete one blog and not other

  Go to https://daughtersmemoir.wordpress.com/wp-admin and on the dashboard Tools page, click Delete. Note that this is permanent and irreversible and neither you nor anyone else will ever be able to use that URL again.

  Are you sure this won’t also delete my other blog, thefourthagreement.wordpress.com (same blog name: mother erased)?

  Yes, I am sure. You can only delete a blog from the dashboard tools page of that blog. You can only delete one at a time. But if you’re on the wrong dashboard, it’s too bad because deletion is permanent and irreversible. So we generally suggest just setting it to Private under Settings->Reading instead.
