easy to start with a clean slate – but both blogs have duplicate home pages and they need to be gone. I cannot locate the html where i would make the change “/wp-content”

Are you saying that you have two identical blogs, and you want to delete one?
If so, you can delete one of the blogs following this guide: http://en.support.wordpress.com/delete-site/

I understand how to delete. the major blog problem is how to remove the duplicate home page tabs. 1 home page is active and i can make changes. the sites original home is not accessible and shows a 404 error. can i start over with this domain name?
Also i found good answers that point me to the html code and which line to delete. I cannot find the path to the HTML code so i can make that change.
