For which domain is this?
The TTL on custom domains mapped to WordPress.com cannot be edited, but you also don’t own any custom domains on WordPress.com for which you could make DNS changes.
You have a number of sites with custom domains connected to your account via the Jetpack plugin, but those sites are not hosted on our servers so we don’t control their DNS, and none of those domains are registered with us either.
You need to log into the hosting panel of the provider who is hosting the particular site to make this change, or you need to log in at the domain registrar where the domain is registered, depending on how the domain is connected to the hosting account.

Yep we do have a domain mapped.
Vitacentre.org uses WordPress name servers and has DNS pointing mail to 3rd party servers.

Vitacentre.org is mapped to WordPress.com, but your account does not own that domain mapping upgrade, so you won’t be able to make any changes to that domain’s settings.
But as I also said above, the TTL value cannot be edited for DNS records on WordPress.com.

Not sure what you mean, I am the admin on this domain, I set it up, configured the DNS at WordPress.com and look after it.
But I understand we can’t edit ttl, that kinda sucks, we are moving the mail for this domain so setting ttl to one hour makes that so much easier.

WordPress.com sites and upgrades belong to specific username accounts.
Your username account, rwboyd, is an admin on the site connected to that domain, but the site itself and the domain mapping upgrade belongs to the username, vitacentrepeel. Only the person logged in as that username can make changes to that domain or request that we make changes for them.
