Need to Enable Theme Editing

I cannot figure out how to edit my wordpress theme. I have permissions to edit CSS and have made changes this way, but I need to get into my theme’s folder to add a favicon and currently there is no folder/no editing permissions on my admin control panel.
How do I add these?

Hi. At WordPress.com, you can’t “edit” a theme or access the theme’s folder, not even with the Custom Desin upgrade.

I am new to wordpress so maybe I am just missing how to navigate the admin control panel to find the theme folder? -
What is your official user role on that blog? Are you an Administrator of that blog? Note that we cannot access theme folders on free hosted WordPress.com blogs.
We cannot access and edit themes or templates. Only Staff can access and edit theme and template folders as every blog on this multiuser blogging platform wearing the same theme is using the same template. Any edit Staff make affects all blogs wearing the same theme.
We can purchase an annually renewable custom design upgrade and use CSS editing to change appearance only on any theme we find here > Appearance > Themes. We cannot upload themes and we cannot use CSS to change functionality.
Does the Custom Design upgrade let me edit HTML?
No. The Custom Design upgrade allows you to edit fonts and CSS only. You can change the appearance of a theme, but not its HTML markup, PHP code, or content. You can choose to apply your custom fonts or custom stylesheet to any of the themes available on WordPress.com. Some themes, like the plain but versatile Sandbox and Toolbox, are blank canvases waiting for your custom fonts, CSS and images. -

Although the Custom Design Upgrade certainly grants you the capability to hide the credit from your site’s footer, you are not permitted to do so. Even our VIP bloggers are required to maintain the credit.
