need to find plugin option for theme

  I am trying to set up my theme for mobile apps and my instructions tell me not to activate the theme and instead do it as a plugin but I do not have plugin as a selection on my dashboard drop down menu.

  We don’t allow plugins on WordPress.com for security reasons. Plugins are a feature only available for self-hosted blogs provided through WordPress.org.
