It seems clear enough. If you are going to be building a Sales site then the Entrepreneur plan offers more sales features. The Creator plan is “best for Devs” as lesser plans don’t allow you to install plugins.
Entrepreneur has everything in Creator, plus:

- Optimized WooCommerce hostingEnjoy a hosting solution tailored to enhance the performance and security of sites running WooCommerce.
- Premium store themesJumpstart your store’s design with a professionally designed theme.

- Unlimited productsGrow your store as big as you want with the ability to add unlimited products and services.
- Display products by brandCreate, assign and list brands for products, and allow customers to view by brand.
- Product add-onsIncrease your revenue with add-ons like gift wrapping or personalizations like engraving.
- Assembled products and kitsGive customers the freedom to build their own products utilizing your existing items.
- Min/max order quantitiesSpecify the minimum and maximum allowed product quantities for orders.
- Back-in-stock notificationsAutomatically notify customers when your products are restocked.
- Dynamic product upsellsEarn more revenue with automated upsell and cross-sell product recommendations.
- Custom marketing automationAdvanced email marketing functionality, including subscriber segmentation, advanced analytics, and automation.
- Offer bulk discountsOffer personalized packages and bulk discounts.
- Inventory managementKeep inventory up-to-date with POS integrations and real-time tracking.

Hi there!
@themagicrobot has written an excellent reply above. To add to that:
The WordPress.com Creator plan’s features are available on the Entrepreneur plan as well. The Entrepreneur plan includes more — like paid WooCommerce extensions and themes, which you can use on the Creator plan as well, but you’d need to purchase them separately.
I recommend checking out the full comparison chart at https://wordpress.com/pricing and letting us know if you have further questions about the differences. :)
And how Creator plan is best for Dev as compared to other plans?
Compared to the WordPress.com Starter and Explorer plans, the Creator and Entrepreneur plans are the better choices for developers because you get advanced hosting features (like real-time automatic backups, SSH, SFTP, staging sites, edge caching, and many more).
In addition to those, these are the only two plans that allow third-party themes and plugins, which developers often need on the sites they develop for themselves or their clients.
If you’re a developer, we have a special landing page for you with more information. Please check out WordPress.com Hosting for Developers.
Thanks! Feel free to let us know if you have more questions.
