If you use a dictionary and look up what the word “expired” means you will understand your situation is that you don’t own a domain any more because you allowed it to expire. The domain name registrar you bought the domain name from now owns it and can do whatever they wish with it, including not selling to you again, auctioning it off or selling it to someone else or simply sitting on it. It’s not WordPress.com that has set any late charge. It’s the domain registrar who can set whatever fee they want for URL recovery.

Your domain toonsone.com expired on 10/26/13. Before it expired, we sent email warnings and displayed notifications on your dashboard.
As TimeThief explained, domain expiration is a lengthy and complicated process that takes about 80 days. During this time, your domain may be put up for auction or sold on back-order.
The good news is that you can still recover your domain, as it has not yet been deleted or purchased by someone else. A late renewal fee of $80 will be added to the regular price of renewal. Please note, this fee is charged by the domain registrar and is not one which we can wave.
You can renew this domain and manage all your other upgrades under Store > My Upgrades in your dashboard.
