I am new to this. I have two issues. I have already completed a website layout using WP and MAMP remote server. Then I went to start the sequence of creating the live website from WP.com. I started the registration process, Got my domain name. I tried to create a website using a supplied theme and online tools but they were very different than what I had used offline, so I have made a mess. I need to delete the mess I’ve now created. Then I’d like to be able to upload and install the site I created offline. Is this possible. Thanks for your time.

No. There is no FTP access to wordpress.COM blogs. https://en.support.wordpress.com/ftp-access/ We cannot upload third party themes, custom themes or create our own themes here.

In the instructions it said that my work so far can be deleted but my domain and URL will remain, is this possible?

Which instructions? Are you asking how to remove the content at http://gsbranham.wordpress.com/ ?
If the answer is yes, then you have two options:
(1) Doing this quickly and easily yourself http://en.support.wordpress.com/empty-site/
(2) Waiting in a queue and having Staff do it for you.Staff can empty the whole blog for you. That will remove all data including posts, pages, tags, categories, comments, and uploaded files and once deleted, the data cannot be recovered.
IMPORTANT NOTE: Deleting blogs and/or blog content does not remove indexed content from the SERPs (search engine page results). Google and Bing only clear their caches of deleted indexed content that produces a 404 (page not found) every 3 – 6 months. To completely remove an entire page from Google search results after it produces a 404 (page not found):

I so appreciate your time, but I followed the link for me to clear the data myself and it shows tools that are not present in my interface. When I go to the “Pages” page there are no boxes to check. I work in Adobe CC software daily and this is so much the opposite. Very frustrating just to do a simple website. I guess I have to have staff accomplish this or I’ll just give this mess up. Thanks.

WordPress.COM and WordPress.ORG are completely separate and have different username accounts, logins, features, run different versions of some themes with the same names, and have separate support documentation and separate support forums. WordPress.com provides a 30-day refund on all upgrades except Domain Registrations, Domain Renewals, and Guided Transfers. The refund period for Domain Registrations and Renewals is 48 hours.
Note: It takes from 1 – 2 weeks for the refund to be received.
You have to be logged in as Admin http://en.support.wordpress.com/user-roles/#administrator under the exact same username account that registered the blog to access the blog’s dashboard, cancel any upgrades, claim a refund for any qualified upgrades, and disable auto-renew.
