Need to Upgrade?

Hi,
I have a small site for a prospective business, which I set up here. I have domain mapping for my URL, but the basic package is the free level service. I have paid a web designer to put together a customized site, which they have done.
I had thought looking through the wordpress.com admin section, going from “My Sites” -> “WP Admin” -> “Tools” -> “Import” and selecting Word Press would work. He says, however, that he cannot figure out how to upload the site. Specifically, he said he said he needs to know where/how to add the site files/database. I gather the designer usually works with other CMS systems, and this is outside my realm.
One or two questions here:
–Is the import from wordpress function the right one, or does this require an upgrade to a paid/premium account in order to accomplish? (In other words, permit use of my own customized design and not a tweak to a canned style?)
–If this is not the case, what do I do here?

WordPress.ORG offers free software that you can install on a web server. You can create themes, upload and install themes and plugins, run ads, and edit the database, etc. If you want FTP access and to install plugins or third party themes into a site then you will have to hire a web host http://wordpress.org/hosting/ and set up your own WordPress.org install. The only themes we can use on WordPress.com hosted blogs are licensed and adapted to run on our multiuser software the themes are found here http://wordpress.com/themes/ and in your dashboard at > Appearance > Themes
There is no FTP access to free hosted WordPress.com blogs for security reasons and we cannot:
upload any third party themes,
create child themes,
create our own themes,
edit templates,
create own own layouts,
or use stylesheets from other themes.Relevant support docs:

You may purchase an annually renewable custom design upgrade and undertake the required CSS editing to make limited appearance changes to themes found here http://wordpress.com/themes/ only, but you cannot change how the theme functions.
