  how can i upload my plugin from pc?

  To upload a plugin, visit My Site -> Plugins -> Upload Plugin button. See this support document for more details.

  However, I see that your site, http://freeedotml.wordpress.com/, is a WordPress.com site running on a Free plan. To upload a plugin on a WordPress.com site, you have to upgrade it to the Business plan. Refer this support document on plugins.

  Moreover, I will recommend you to see this support document explaining the difference between WordPress and WordPress.com as well. In self-hosted WordPress sites, the users can upload plugins and themes, however in WordPress.com sites, this feature is available to WordPress.com Business plan users only.
