If you purchased your domain through wordpress.COM know that canceling it provides no guarantee that you will be able to register it again. Therefore, what’s best is to keep the domain URL so you can use it on another site.
You have to be logged in as Admin http://en.support.wordpress.com/user-roles/#administrator under the exact same username account that registered the blog to access the blog’s dashboard, cancel an upgrades, claim a refund for any qualified upgrades, and disable auto-renew.
WordPress.com provides a 30-day refund on all upgrades except Domain Registrations, Domain Renewals, and Guided Transfers. The refund period for Domain Registrations and Renewals is 48 hours.
Note: It takes from 1 – 2 weeks for the refund to be received.
Provided you are logged in under the same username account that purchased the upgrade, and you are within the allowed time frame for refunds, you can cancel and request a refund from your dashboard > Store > My Upgrades. You can also disable auto-renew there. http://en.support.wordpress.com/my-upgrades/#canceling-upgrades

My upgrade is set to expire in February, but I want to cancel it now since I haven’t been using the site anyway. When I go to the Manage Purchases page, there is no option to cancel – but if I want to delete my site, it tells me I have to cancel first.. ARGGG

Are you logged in under the exact same username account that registered the underlying .wordpress.com blog URL and purchased the domain for the site?
Every WordPress.COM blog has a sole owner. It is the person with the WordPress.COM username account who registered the blog under that username account and a single associated email address, and who is the original Admin of the blogs registered under that username account.
You have to be logged in as Admin http://en.support.wordpress.com/user-roles/#administrator under the exact same username account that registered the blog to access the blog’s dashboard and delete the site.
Clicking this link should display all blogs registered under the same username, including the hidden ones: https://dashboard.wordpress.com/wp-admin/index.php?page=my-blogs&show=hidden
If you do not see the blog here http://en.support.wordpress.com/my-blogs/ then
follow this guide > http://en.support.wordpress.com/my-blogs/#my-blogs-dashboard-visibilityIf the log-in information is lost visit https://en.wordpress.com/wp-login.php?action=lostpassword

Hi there,
As @timethief has already explained, if you cancel a domain there is no guarantee that you’ll be able to register it again later, and we have no control over if and when it might be available to register again. It’s also not something we can reverse, which is why you can’t do it yourself.
With that in mind, can you please confirm that you want to completely cancel the domain, thefitphoenix.net and the Premium Plan on your site? Once you confirm I’ll remove those upgrades and you’ll be able to delete your site.

I am the sole owner and no one else has access to the login info. I am aware that I may not be able to register it again later, and I’m fine with that. Please remove the upgrades.

I have cancelled your domain and your Premium Plan.
Please let me know if I can help with anything else.
