  First off, that is a self-hosted wordpress installation, and this is the wordpress.COM free hosting service, and we know little about the software and themes for self-hosted blogs.

  That being said, that theme is “redgloss” and is available here: http://themes.rock-kitty.net/redgloss/ .

  Also, if you are talking about for a blog hosted here at wordpress.COM, you cannot install themes from outside. We are limited to the ones listed under appearance > themes in the dashboard.
