Needing To Fix a Permission Issue to Be Able to Edit Header.php

Hi there,
I am the administrator and creator of a WordPress website hosted on wordpress.com. I am very novice and am having difficulties with some of the theme editing that I would like to do.I am running the Stratford theme template (child) to Varia (parent) theme. I am satisfied with the desktop appearance of the website and–for a variety of reasons– wish to show only the desktop version on mobile devices. I understand that removing this line in the header will accomplish this.

However, in the theme editor there is this message: “You need to make this file writable before you can save your changes. See Changing File Permissions for more information.” I have looked at the instructions at https://wordpress.org/support/article/changing-file-permissions/ and frankly don’t understand what I need to do.
I have installed the plugins PublishPress Capabilities to enable all administrative permissions as well as File Manager and have deleted my browser cache and cookies. Despite this, I am not seeing any changes in the theme editor so that I can edit.
What steps am I missing?

Instead of editing the theme on the site, I’d suggest creating your own child theme where you can modify the code as you wish:
