Neo Sapien Theme question about header

When choosing a header image, you used to be able to choose Skip Cropping and Publish As Is but in recent weeks that option has been removed from the Neo-Sapien theme.
Why would it be removed? Previously, an image could be 450×280 pixels and it would be fine but now that’s too big, so I don’t know what smaller size to make the image.
From the current header, you see that the closer car is cut off. How can I make it so that the rest of the image is shown and not cut off like it currently is?

The header image dimensions are 480 by 250.
