I’m afraid that your site is not hosted with WordPress.com. It is a site using the open-source WordPress software (from WordPress.org) but hosted with Google.
Because WordPress.com and WordPress.org are two entirely separate entities, we cannot access files or data for sites hosted elsewhere; we can only assist with sites hosted on our servers. You can read more about the differences between WordPress.org software and WordPress.com here:

Yes, I’ve forgotten who I built my site, and indeed, it’s hosted by google via dreamhost. I’ve asked dreamhost to renew my ssl cert, and they were able to do so manually.
I also had a 301 redirect on the www subdomain, which prevented the ssl cert to automatically renew. I removed the redirect, and made sure both root and www were pointing to the host server by revising the A domain record. Took a few hours to propagate. Then I asked dreamhost to manually push the ssl renew, and it worked.
