Never recieved my $120 refund!!!!!!!!!!!!!!!!

Who can I speak to about the refund I never got back? I have been waiting since July 26th, 2018. There is no phone number or live chat where I cab speak to someone directly ?? I have to post my questions on a public forum for everyone to see ? I can only chat with someone if I have a paid plan..What happens in the case where I DID have a paid plan and asked for a refund? I am no longer considered a paying customer ?
I would like this issue resolved immediately by speaking to someone directly. If not, I will have to take necessary measures against WordPress to obtain what is owed to me.

Hi there, I’m seeing a refund was issued on 2018-07-26 for $120. See this section of our Refund support page.
With international transactions, it can sometimes take 1-2 billing cycles for the refund to show up. I would suggest looking through your August statement, and then when you get the one for September, take a look there to see if it shows up.
I’ve pinged our Billing team so they can look at things on our end to make sure nothing hung up somehow. We will let you know when they respond.
