Hello, I wanted to sign up for a new personal account. I already own a domain through iPage and iPage has an option for me to add my word press account. How Can I just create an account on WordPress without Transfering or Mapping my domain?

To clear up any further confusion, there is WordPress.com and WordPress.org, and they are two different entities.
We, WordPress.com, are a cloud-based platform where we manage WordPress sites, whereas WordPress.org is stand-alone software that you can download and self-host with any other hosting.

That said if you have a site that’s hosted on iPage and you want to keep it there, you don’t need a WordPress.com site – you would be talking about WordPress.org one.
If what you want is to be able to work on your iPage site from your WordPress.com account, you will want to connect it through Jetpack, as explained here:
