Afraid that URL is not connected to a WordPress.COM blog. I suspect you need to be at WordPress.ORG for your version of the software.

I had found the site earlier, and then got a domain mapping error. Not sure what’s up. I had typed up an answer and then had an unexpected guest.
As I recall you’re using the Adelle theme and, I assume, a free WordPress site. While you can add a custom header image on many free themes, height and/or width are often fixed. On the Adelle theme the height is flexible, but the width is 1020 pixels. What this means is if your original image is less than 1020 wide, it will enlarge it to meet the fixed dimension requirement. This is probably why your image is pixelated. A possible solution would be to rescan or expand the canvas size of the original image to make it 1020, and then upload it again.
