  I have tried to add a new blog , but i could not .
  I do not want to upgrade though, all the icons are freezing, what can i do?

  That’s very strange behavior. Were you trying to sign up for a new WordPress.com account on the home page, or were you trying to add a new blog to your existing account? If you just want to add a new blog, you can do so here: http://wordpress.com/my-blogs/

  If you are still having trouble with this, you might try restarting your browser or even trying a different one, such as Firefox, to see if that helps.

  If that still doesn’t work, please let me know.
