I deleted my blog. want to create a new one. can I create it using the same email id I had used for the old deleted account?

Use the same account – if you try and register a new blog but feed in the email you are using you will probably get an error message to the effect “this email is in use”
While logged in (as you were to Post this question) at the top of the screen the gray bar click on “My Blogs >> Register a new Blog >> then follow the instructions
You can have more than one blog per account. You can’t have more than one account per email.

Yes – very different
Deleting the contents, which is removing all the Posts and Pages from the Edit Posts / Pages just clears out what you have written.
Deleting a Blog kills the blog address and contents forever and you can’t ever use that blog address ever – not even you with your old blog name.
NEVER DELETE A BLOG!!!! Deleting a blog is gone forever.
The Staff can also reset your blog and take all the old content out, but that does mean what you have written in the past will be gone.
Many people just put a Post in the blog that they are going in a different direction and keep on blogging, that way any of your old visitors and links will still get to the old content and don’t get a 404 Page not found error.

When we register a username we provide an email address and that email address becomes our unique identifier. When we are logged in to WordPress.com under that username assigned to that email address then every blog we register is registered under that same username and email address.
