I am trying to create a new domain/new web address. I have 3 other domains and have never had to pay for them. Is this something new or am I just not in the right starting place?

Changes have been made. Individual upgrades are not longer available as new purchases. Only those individual upgrades that already exist can be renewed without purchasing an upgrade bundle. You can renew an existing domain mapping upgrade for $18 but for any new purchase, rather than a renewal you now have to buy the Premium upgrade.

You have to be logged in as Admin http://en.support.wordpress.com/user-roles/#administrator under the exact same username account that registered the blog to access the blog’s dashboard, cancel any upgrades, claim a refund for any qualified upgrades, and disable auto-renew.
