New domain

I have a blog that is called proselesstraveled.wordpress.com. I would like to create a new domain for a business website. The domain name I chose is available and $18 per year. When I go to checkout, I am being charged $99 per year for proselesstraveled.wordpress.com. Why is that? I removed that charge from my cart repeatedly, only to have to repeat the same process several times with no result. I do not understand what I am doing wrong. Please advise! In order to register a domain you will need a paid WordPress.com plan — the Personal plan is a cheaper option than Premium:
https://wordpress.com/pricing/
Each paid plan includes a domain credit which you can use to register a domain or map you one you already own.
You will need to add the Personal plan to your cart first — if you add the domain first, the Premium plan is selected automatically.

Despite the the length of time I’ve been blogging, I’m still a little lost on the technical details.
One more question. I set up a free new domain. If I upgrade it to premium which Is what I need-will the blogname. wordpress.com be automatically changed in favor of blogname.com. It is available. Or should I just begin from scratch?

Registering a custom domain for your site will not automatically change your free WordPress.com address. Once you’ve registered a domain, you will need to set it as the primary domain for your site:
Doing so will means visitors will see your new domain (example.com) rather than your WordPress.com address (example.wordpress.com).
Or should I just begin from scratch?
With a custom domain visitors will not see your underlying WordPress.com address, so there is no need to start from scratch.
However, if you want them to match, you can change your WordPress.com address. Let’s say your address was example.wordpress.com — the example part can be changed to something else using these instructions:
