  The site’s current owner will need to transfer ownership to you by following the steps at https://wordpress.com/support/transferring-a-site-to-another-wordpress-com-account/

  Unless you have some proof of ownership as mentioned in our Account Recovery guide (https://en.support.wordpress.com/account-recovery/), then we won’t be able to grant you access to that account.

  Unless you can prove ownership of the account, WordPress.com staff can not do anything here. I hope that clarifies things.
