Hi there,
The reason why you’re facing this issue is due to how WordPress.com handles certain theme files. For all WordPress.com-provided themes like the ‘Waverly’ that you’re using, the functions.php file is symlinked and protected. This means it is a special type of file that points to another file or directory, and it’s secured in such a way that it cannot be edited or overwritten by an uploaded one.
However, you’ll be glad to know that if you were using a third-party theme or a theme that you manually installed, you’d be able to modify their functions.php file and upload additional files.
Now, if you’re looking to customize the functions.php file of your current theme, a recommended approach is to use plugins that allow you to add code snippets to your theme without having to edit your theme files directly. One such plugin is Code Snippets, and you can install it from here: https://wordpress.com/plugins/code-snippets/
I hope this information helps you understand what’s happening and how to proceed. If you have any more questions or need further assistance, feel free to ask. I’m here to help
