  Where do I create my new public discussion forum – wordpress.org or wordpress.com? And what tools do I use to create a forum?

  On WordPress.com you can use the p2 theme.
  https://wordpress.com/theme/p2

  Does that look like what you are trying to achieve? That’d be the easiest way to get set up and can be done with a free plan.
