"New & Improved Editor" continues to default to visual not text

My understanding is that my choice of visual vs text editor is stored in a cookie. I have set up to retain wordpress.com cookies forever. Yet whenever I select the “edit” link when viewing either an individual blog entry or my entire blog, the “new and improved” editor defaults to visual – dumping some of my html tags. (all the ones that WP handles by default.)
Have the paragraph/end-paragraph tags been deprecated when I wasn’t paying attention?Anyway, all of this would be fine if you just let me use the text editor, as I wish. (As I am able to do with the old editor… even though I still maintain that my choice of editor should be saved in settings: writing.)
So, besides saving all of WP cookies, is there another site I need to whitelist in my cookie-cleaning settings?

Not sure if this ‘new editor’ issue has been dealt with already because it’s hard to track through so many topics and I keep getting sent back to ones where the topic is closed.
I’ve been having major problems with the classic editor taking a very long time to respond to my keystrokes (using IE 11 and Firefox 32.0.3, on both my desktop Win7 and my laptop Win 8.1, using high speed broadband and a nice tidy system, cookies and all). So I thought maybe I should try the new editor because maybe this new irritation might not occur if I use it. (BTW #not urgent can we get rid of that nagging desktop suggestion that the new editor is better?)
And you know, I’m not averse to trying something new. I operate on the assumption that most WP innovations *are* better even if they take a bit of getting used to. I don’t think I’m ever going to like staring at a Beep Boop screen for as long as it takes to move to the next screen, but (perhaps) I could learn to endure that if the innovations were worth it.
BUT
There’s no way I can use the new editor because nearly all of my categories are missing. I review hundreds of books and I use categories to help my readers find their favourite authors, so I’ve got lots and lots of them. (#InMyDreams I’d love an innovation that enabled me to assign these authors’ names to a separate page, all nicely indexed in alphabetical order).

Every time I post to a “closed” thread saying I have the same problem, I am told to open a new thread. Every time I open a new thread (like this one) I am told this belongs in and old thread (like I was with this one.)
I will wait till the “new and improved” editor is my only choice. I will work with the Unhappiness engineers for a short time. And then I will start looking for yet more blogging software.
The “Beep Beep Bop” insanity is juvenile. My guess is someone saw Star Wars for the first time and thought R2D2 was the greatest.
