  I want to publish a new page called Terms and Conditions but it doesn’t seem to be working

  Have you created one from your page editor here?
  https://wordpress.com/pages/

  Keep in mind, adding it to your menu is a separate step. You’ll need to do that at https://wordpress.com/menus/
