New Site Not Accessible and need to connect to live chat features, but unable?

  Purchased new site, but wordpress sent me an email about a chargeback saying my bank did not accept payment. I received receipt from wordpress today saying payment went through and I have new site.

  Now unable to access new site due to this chargeback blocking my site?
