Have you read this all about domains https://en.support.wordpress.com/all-about-domains/ support doc?

Maybe this is what you are looking for: Adding a New Site or Blog to an Existing Account https://en.support.wordpress.com/create-a-blog/#adding-a-new-site-or-blog-to-an-existing-account

Thanks but no. Having paid the USD 99 fee via PayPal when I then go to add domain (listed as a free domain) it routes me to pay another USD 99. It seems a bit strange, maybe, but I cannot yet see the Pay Pal charge on my account

We need details please.
1. What is the domain URL?
2. What is the underlying .wordpress.com URL?
3. Exactly which username account registered the underlying .wordpress.com blog and purchased the upgrade for it?
4. When was the upgrade purchased?I will type modlook into the sidebar tags on this thread for a Staff follow-up. Howdy :)
I do not see any active upgrades on the account that you’ve contacted us from here. Is it possible you made the $99 purchase with another user account?
-
1. chat.live
2. chat3729.wordpress.com
3. teflemailcz
4. less than one hour ago. The only proof of payment is a welcome screen saying “Thank you for your purchase”. I have a screen-shot of it -

Looking at My Account and then Manage Purchases I see it says “no receipts found”. So, WordPress has my money via PayPal but you are not posting this to my account. Did I upset you already!
-
Hi there –
chat.live is a premium domain that is unable to be registered through us. For this domain, you’d need to purchase it elsewhere. You can see here that these domains are quite expensive.
Because of this, the payment was not processed, there are no upgrades on this account.
Did you receive a receipt via email?
-
There is something wrong here. PayPal deducted USD 99 from my account. I logged on to paypal to check this. All that we are looking for is a website that somewhere contains the name chat. Originally we looked at chit chat via wordpress and we happened to see chat.live which came up as a included in WordPress Premium. So for this reason I paid the USD 99. Chit chat is the name of a language school. Chit-chat.me is also available within WordPress Premium – are you telling me that all of these are only available when bought elsewhere?
-
Let me be quite clear about this case. My PayPal account has paid to WordPress the sum of USD 99. When this money was paid it was to obtain a personal domain name which was listed on your own website under the Premium Upgrade option. You now tell me this was some kind of error. So, because the support from you seems to have ended I give you notice, with the 48 hour period specified by you, to cancel this account and for you to refund to me the USD 99 paid to you. I do this because you have stopped communicating and all I need is a relatively simple domain name that contains, more or less, only the words “chit” and “chat”. It is for a language school that contains these key words in its name. This you seem unable to provide me with. If you fail to refund the PayPal amount within this period I will refer the matter to PayPal under their buyer protection scheme. Alternatively if you wish to actually provide me with a reasonable option for a domain name then please contact me immediately. After 48 hours I will leave this case up to PayPal to decide. I have of course retained all of the necessary screen shots to provide PayPal with what they may need to resolve the issue.

Hi there – It’d definitely odd that you’ve been charged $99 as there are no upgrades on this account.
All of the purchases made on WordPress.com issue an emailed receipt to the email address listed at wordpress.com/me/account. Did you receive an emailed receipt for the $99 that was deducted?
I’ve sent an email your way. Please add the screen shots to your reply and I’ll be able to investigate this further.
Do not add any private or payment details to this public support forum. Everyone with a WordPress.com user account has access to the information posted here.
Please let me know if you do not receive my email.

Thank you for your reply. Yes USD 99 was paid to WordPress from my PayPal account and I registered a dispute via PayPal about it. The money has been returned to my account at PayPal. So this matter is now closed except for the negative publicity and adverse feedback I will be posting relating to WordPress and its practices.
