All my searches about creating themes seem to be aimed at folks who’ve installed wordpress themselves. Is there any way to create a theme on wordpress.com?
I bug around a fair amount and I’m supposed “no” but I thought I’d at least ask.

While you can’t create a new theme from scratch on WordPress.com, the Custom Design upgrade, part of the Premium and Business bundles, does allow you to change an existing theme’s CSS to style it almost any way you like (as long as you have knowledge of CSS, stay within the coding limits and there’s a dedicated forum for CSS help if you need it).
You can “tour” some customized sites from this page https://theme.wordpress.com/customize/ and from https://en.blog.wordpress.com/category/customization/ with links to sites that have customized specific themes.

I’m moderately good at CSS but I guess I was hoping for some standard list of styles. If I’m understanding things right though you’re just supposed to use the browser DOM inspector to figure out the styles.

I’m not aware of such a list. I think you will need to read the relevant support docs.

@designsimply- I was just thinking about this the other day. Are there any plans to bring back a “sandbox” type theme for the CSS adventurous?

Sorry for not seeing this earlier! No, there aren’t any plans for that. The reason is that you can already get a pretty clean slate with the option in custom CSS to completely replace the theme’s CSS—the default themes are especially good for that use case (which is quite advanced).

@designsimply-no worries. I thought it was rather ironic that “Components” came out just a few days after I asked. :) I was half-hoping we’d see something like that here. Thanks for the clarification.
