  Hi there,

  You can upload custom and third party themes on WordPress.com on the Pro plan:

  https://wordpress.com/en/support/themes/uploading-setting-up-custom-themes/

  On the free plan, which you currently have, you can activate any of the themes listed at Appearance ->Themes.
