New to CSS

  I am undertaking the task of setting up an interface for blogging and website function for a student group at my university. I am having a hard time understanding the capabilities of CSS and exactly how to edit and publish the CSS code to wordpress. Any advice to help me orient myself to understanding how to utilize CSS language?
