New to CSS – help with questions?

Hi, I have hardly ever worked with code before, but I know I could learn bits and pieces. I am looking into the $99 plan for WordPress, and I am wondering if it would allow me to do what I want.
I want to move one of the sidebars to the left side of the site, rather than having both on the right. Can this be edited easily by changing the CSS? Is there a way to integrate a shopping cart into the site? Thanks in advance.

Some bloggers create a contact form https://en.support.wordpress.com/contact-form/ on a page and after the people have made a PayPal donation they provide the link to a private page for downloading files. Maybe that will work for you.
