Hi all,
Could you recommend a theme that has sticky menus that stay up top while scrolling the page? Also, I would like all content on one page (i.e. when a menu item is clicked, the page would auto-scroll to the section for that menu item clicked). Any recommended themes?

I would recommend you take a look at the themes found at https://wordpress.com/themes/filter/one-page.
These are all one-page themes.As per your need, I would recommend https://wordpress.com/theme/pique. It is also a well-designed one-page theme that has a sticky menu.

Could you let me know how I could make a menu-item-click target one of the panels instead of opening another page? (i.e. Autoscroll down to a panel when a menu item is clicked, instead of opening a new page)?

https://wordpress.com/theme/pique gives you that experience out of the box. If you click a menu item, it would jump to that particular item on the same page. Clicking an item doesn’t take you to another page.
When you visit the theme homepage, you could select the Open live demo option. You would be able to preview a demo of the theme and decide if it is right for your needs.
