I’m trying to create an award application that my members can complete online. The tricky part is that I need the applicant to create a login and password before they begin the application so they can return to the site to make edits or upload documents. Is there plugin I can use to do this? I basically ask the applicant for their contact information, their nominator’s contact information and then have them upload their documents. Any suggestions?

You cannot do that on any wordpress.COM hosted blog. For that type of functionality, you’d need a self-hosted WordPress.ORG software install running on a paid web hosting service.
WordPress.COM and WordPress.ORG are completely separate and have different username accounts, logins (passwords), features, run different versions of some themes with the same names, and have separate support documentation and separate support forums. There is no way to have paid memberships or membership by registration sites on a wordpress.COM hosted site. Note that those things cannot be done on a wordpress.com hosted site either.
