new user getting a password

A user on our site greatebaycondominuum.com forgot his password. WordPress would not allow him to sign on by using forgot password. so I killed his account and then sent him another invitation to join the website as a viewer. When he accepted the new invitation the system would not allow him to get a pawwoord using his email account, it says that account is not eligible. How do I get him re-registered on our website?
