  I need to add a link on my webpage so users can add pictures.

  I just created this website a couple of days ago. My plan is for people to log onto the website and upload their travel photos. When logged onto the website on the main page there will be articles then they will click mypage and there will be an option for them to sign in. Do you think I need to hire a web designer or is this possible for me to create?

  What you p[propose to do is not possible on a WordPress.COM hosted blog. You will have to hire a web host http://wordpress.org/hosting/ and set up a self hosted WordPress.ORG install. Then you can create your own network http://codex.wordpress.org/Create_A_Network

  WordPress.COM and WordPress.ORG are completely separate and have different logins, features, run different versions of some themes with the same names, and have separate support documentation and separate support forums. Read the differences here http://en.support.wordpress.com/com-vs-org/

  If you don’t have a username account at WordPress.ORG click http://wordpress.org/support/ and register one on the top right hand corner of the page that opens, so you can post to the support forums there.
