I am trying to create a new website and your system will not allow me to bypass the domain name section. I own my domain for the next two years at least so I do not want to be forced to pay for more years.
I don’t have a site linked to this WordPress.com account

When you sign up for a new WordPress blog, you get the option to “Choose a domain” — just enter the domain you already own. After that you will see a link that says: yourdomain.com is already registered. Do you own it?
Follow the link, and that will allow you to use the domain you already own.
Please note: Using your own domain name is a paid feature. You have two options. Transfer the domain to WordPress, $18/yr. Or keep it with you current provider, $13/yr.

To add to what @angkordirtbiketours said, you can always just create a new free site and assign the domain name that you already own after.
You can follow this guide to create a new site, and then you can follow these instructions on how to transfer your domain to the new site (if you bought the domain here at WordPress.com).
If you bought the domain from another registrar, you can follow this guide on how to connect the domain to your new site or this guide on how to transfer it here.
